What assistance does the state provide to disabled children and their parents.

Elena and Alice

Today we’ll talk about benefits and how the state provides assistance to children with disabilities and their parents. I want to note that everyone’s life situations are completely different and the conclusions that I make when receiving benefits may not coincide with the opinions of others.

In February 2019, three years after we were first offered to arrange disability for Alice, we did it. Here I will not talk about how we came to this, because I wrote about it earlier here. Since May we receive the following payments:

  1.     The social pension (state retirement pension) that Alisa pays is 12,432 rubles.
  2.     Monthly cash payments to persons with disabilities – 2031, 69 rubles., The recipient is also a child. You can also refuse the set of social services (free medicines, spa treatment and travel) and then the amount of payment will increase by 1121rub. For this, it is necessary to write an application to the RF PF before October of this year in order to receive compensation for these services in cash next year.
  3.     Monthly payment of unemployed able-bodied parents and guardians (trustees), caring for a disabled child under the age of 18 years – 10 000 rubles. This payment has already been assigned to me, as I am caring for my daughter, who is a disabled child. If I go to work, then this money will not be paid to me. In addition, if not a parent (adoptive parent, guardian, trustee), but another person provides care for a disabled child, then the amount of payment will be – 1200 rubles.

Total: 24,463 rubles. – what we get on the card monthly + 1121 rubles if we refuse the benefits. I do not plus them, as I missed the deadline and did not write a statement.

  1.     Compensation for utility bills. The amount is calculated individually, on the basis of a certificate that must be brought from the Housing Management Office (or a similar organization that is responsible for organizing housing maintenance services) and where you will be told what size of rent you have. We counted – 2633.52 rubles. In winter, the amount will be slightly larger, because a heating bill will be added.
  2.     Husband at work doing more tax deduction. If a child has a tax deduction of $ 1,400 rubles. per year, then for a disabled child 12,000 rubles. It turns out that in fact his salary increased by 1000 rubles. per month. It is drawn up at work through a tax deduction application.

Total: 3633, 52 rubles. additionally

  1.     We do not pay for kindergarten. I’ll make a reservation right away that we have a group of a short stay, that is, without food, therefore I won’t say how the payment is made in the full-time group.
  2.     The husband (in our case, but in general any of the parents, if he works) is entitled to 4 additional paid days off per month. In addition, he has the right to refuse business trips, can go on vacation at any time, and also has the right to 14 days of vacation at his own expense annually. From this list, so far we have used only additional paid weekends.
  3.     Discounts on entertainment rides, zoos, trampoline centers, etc. It does not work everywhere and not always, but a couple of times we got discounts.
  4.     There is still the opportunity to get a piece of land, but I have not carefully studied this issue, and therefore I will not lie and will not say anything.

Thus, every month we get 28,096 rubles. +/- 100-200 rubles., Because with mathematics I have a tight and somewhere I could make a mistake. In addition, in different regions the amounts may vary slightly, as there are regional payments.

For our family – this is quite a good amount. Yes, when I worked, my salary was about 80,000 rubles. Of course, then the budget was nicer, but even now we are definitely not starving. It is only necessary to take into account that dad works for us and lives with us, looking for some hack-work, earning money somewhere, we have already closed the mortgage and provided with housing. We have only one loan, which we took on a down payment, and which will end in 9 months. Therefore, I can say that this amount is sufficient to deal with the development of my child and its habilitation. Yes, we can’t afford to go to Belgium to take the original Tomatis course, but I don’t see the point in it for my daughter.

If, for example, you take a family that needs housing or a family in which there is only one parent, then their vision of the situation will be different. If the mother is left alone with a child who needs treatment and constant care, then this amount will cover only accommodation and food, it will be difficult to make money for additional classes.

And yet, I would without hesitation refuse all payments and benefits, only so that my child would be healthy.
